10 dead and almost 100 wounded: criminal proceedings opened after missile strike on Kyiv region
Law enforcement officers are ascertaining whether security risks were properly assessed during the gathering under martial law.

Russia once again launched a missile strike on the Kyiv region, resulting in 10 deaths and about 100 people injured to varying degrees. The Office of the Prosecutor General is conducting procedural guidance in a criminal proceeding under Article 438 of the Criminal Code of Ukraine regarding this war crime. This was reported by Prosecutor General Ruslan Kravchenko.

Review of actions by officials and organizers

Meanwhile, law enforcement officers have initiated another criminal proceeding under Part 3 of Article 367 of the Criminal Code of Ukraine. It concerns the possible improper performance of official duties during the organization and conduct of the event, which led to deaths and other serious consequences.

Prosecutor General Ruslan Kravchenko emphasized the inevitability of responsibility for decisions during wartime:

"War does not absolve one from responsibility for managerial decisions. On the contrary, it demands maximum professionalism, caution, and awareness of every step."

Key objectives of the investigation

Within the framework of the second criminal proceeding, investigators will meticulously examine all circumstances of the preparation and approval of the mass gathering. In particular, law enforcement officers have established the following priority tasks:

  • Identifying individuals who made decisions on holding the event and approved its location, time, and format.
  • Verifying the security measures provided during the gathering.
  • Assessing whether all risks were properly considered under martial law conditions.

The Prosecutor General also expressed his condolences to all relatives and loved ones of those affected by this tragic event. Currently, data on the number of casualties and the scale of destruction continue to be updated.
