Inclusive classes in schools
The Cabinet of Ministers of Ukraine approved the new version of the Procedure for organizing inclusive education in general secondary education institutions.
From August 1, schools will no longer have the right to refuse the creation of an inclusive class, if parents have submitted a relevant application and provided a conclusion from an inclusive-resource center. The Procedure explicitly states that an educational institution is obliged to ensure the organization of inclusive education based on the request of the parents or legal representatives of the child.
Also, an inclusive class can be created even for one child with special educational needs (SEN) who requires the second to fifth level of support. At the same time, for children with the first level of support, the creation of a separate inclusive class is not mandatory - they will be distributed among regular classes without considering the number of such students.
The new rules also define the maximum number of children with special educational needs in an inclusive class. Among them, there can be no more than one student requiring the fourth or fifth level of support, no more than two - the third level, and no more than three - the second level of support.
In addition, it is stated that an individual development program is mandatory for every child with SEN and must: be developed by a psycho-pedagogical support team; take into account the recommendations of the inclusive-resource center; be reviewed at least twice a year or as needed.
The Procedure confirms that a teacher's assistant is a mandatory element of inclusive education if it is stipulated in the individual development program. Their work is aimed at supporting a child with SEN in the educational process, not at replacing the teacher or providing individual instruction.
We remind you that according to the new Julian church calendar, in August 2026, believers will celebrate one of the greatest holidays of the year - the Transfiguration of the Lord (Apple Spas), the Dormition of the Most Holy Theotokos, and the Beheading of John the Baptist.
