The passage of humanitarian aid from abroad to Ukraine has been simplified, and there is no more restricted list of goods recognized as humanitarian aid. The relevant resolution was adopted on March 22 at a meeting of the Cabinet f Ministers, Prime Minister Denys Shmyhal stated.
Now, only one document, a declaration, is needed to deliver humanitarian aid. You must specify the sender, recipient, actual place of unloading, and type of assistance.
«If this is humanitarian aid to the state of Ukraine, it can be sent to the Military civilian administration or the relevant ministry. If it is for a specific community, indicate it as the recipient and take it to the person to whom this assistance is intended,» – says Denys Shmyhal.
The government has also abolished the list of goods recognised as humanitarian aid. That is, all legal goods can be imported as humanitarian aid. In addition, you no longer need to obtain any certificates from the Military civillian administration or other authorities to deliver humanitarian aid. This will save on delivery time.

Ukraine also has agreements with 14 European countries on unauthorized travel for carriers of humanitarian goods to Ukraine. These are currently Poland, Slovakia, Austria, Hungary, Romania, Germany, Italy, Lithuania, Latvia, Estonia, Slovenia, Moldova, the Czech Republic and Turkey. This means the release of the Ukrainian carriers from any additional conditions, in particular, from the necessity to register the permissions for the international freight transportations through the specified countries. A number of EU countries have also exempted Ukrainian carriers from paying for the use of their countries’ roads.
