Additional rules for using rental electric scooters are being introduced in Lviv. The corresponding decision was adopted by the executive committee of the Lviv City Council.
The document is aimed at improving road safety, reducing injuries, and ensuring unimpeded movement for pedestrians, including people with disabilities and other vulnerable groups.
In particular, the Department of Urban Mobility and Street Infrastructure is to prepare amendments to the Rules of Public Order of the Lviv Municipal Territorial Community regarding the use of protective helmets when using electric scooters, defining the minimum age of users, and organizing parking of rental electric scooters exclusively in specially designated areas.
The city will also amend the list of experimental road signs and, together with the patrol police, will identify and publicize a list of accident-prone areas where traffic accidents involving electric scooters occur most frequently.

In addition, Lviv will appeal to the Cabinet of Ministers of Ukraine regarding the need for regulatory framework for the use of electric scooters and responsibility for non-compliance with requirements regarding the use of personal protective equipment.
The decision also provides for changes for electric scooter rental operators. In particular, they are to provide services only to persons who have reached the age of 16, including by verifying users' age through mobile applications.
Operators must also programmatically limit the speed of electric scooters to 15 km/h in accident-prone areas and make it impossible to end rides outside specially designated parking zones.
In addition, rental services must introduce additional mechanisms of sanctions and restrictions for users for violating the rules of using electric scooters and inform users about safe riding rules before starting a trip through mobile applications.
