What benefits for pensioners are available in Kyiv: free transport, subsidies, and car insurance discounts

Free travel in public transport

Old-age pensioners can use surface and underground public transport for free. For surface transport, it is necessary to have a pension certificate; for underground, the "Kyiv Card".

Pensioners who have not reached the age specified in Art. 26 of the Law of Ukraine "On Compulsory State Pension Insurance" can use underground public transport for free using the "Kyiv Card".

Free travel for pensioners is also available on suburban trains.

Exemption from paying land tax

Throughout Ukraine, old-age pensioners are exempt from paying land tax. However, as noted on the website of the STI in the Obolonskyi district of the Main Directorate of the Ministry of Income in Kyiv, the exemption from paying tax for land plots provided for the relevant category of individuals applies to one land plot for each type of use within the marginal limits:

  • for personal subsistence farming – in the amount of no more than 2 hectares;
  • for the construction and maintenance of a residential building, household buildings and structures (homestead plot): in villages – no more than 0.25 hectares, in settlements – no more than 0.15 hectares, in cities – no more than 0.10 hectares
  • for individual dacha construction – no more than 0.10 hectares;
  • for the construction of individual garages – no more than 0.01 hectares;
  • for gardening – no more than 0.12 hectares.


Possibility of free legal aid

In Ukraine, people with low incomes can receive legal services for free.

This right is guaranteed by Article 14 of the Law of Ukraine "On Free Legal Aid".

One can receive for free:

  • legal consultations;
  • assistance in drafting applications, complaints, and other documents of a legal nature;
  • assistance with appealing to the court (representation of interests in courts, drafting documents for appealing to the court).

Legal consultations and assistance with documents are provided to all people.

However, free assistance with appealing to the court is provided under the following conditions:

  • To those capable of working – if income is less than 6656 UAH;
  • To those incapable of working (pensioners (by age, length of service, etc.)) — if income is less than 5190 UAH;
  • To people with disabilities – if the pension or assistance assigned instead of a pension is less than 6656 UAH.

Benefits and subsidies for housing and communal services

The following categories of pensioners can receive benefits for housing and communal services:

  • pensioners who previously worked as pedagogical, medical, and pharmaceutical workers, plant protection specialists, library workers in rural areas and urban-type settlements and reside in them;
  • pensioners who worked in state and communal cultural institutions, educational institutions in the sphere of culture in rural areas and urban-type settlements and reside in them.


Pensioners who do not receive benefits for utility services can apply for housing subsidies if the share of expenses for them exceeds 15% of their monthly income.

You can submit an application by going to the Pension Fund, sending the application and documents to them by mail, or through Diia. More here.

Discount on car insurance

Pensioners who own a car with an engine displacement of up to 2500 cc or an electric motor with a power of up to 100 kW are entitled to a 50% discount when taking out car insurance. Note that the discount is provided only on the basic MTPL rate. Additional options are paid extra.
