The Cabinet of Ministers of Ukraine approved changes to the procedure for booking conscripts during mobilization and martial law. The government plans to check all enterprises that have critical importance status and can book employees.

As stated in the resolution, current decisions on granting critical importance status to an enterprise will remain valid, but no longer than until September 1, 2026.

By this time, the authorities must review the criteria by which enterprises receive such status. The Cabinet of Ministers explains that only companies and institutions that are truly important for the economy, public operations, or defense needs should have reservations.

Also by July 1, 2026 they must check whether the enterprises meet the updated requirements. If a company obtained its status based on a criterion that will be canceled or changed, it may lose its critical status.

In addition, the Ministry of Defense, the Ministry of Digital Transformation, and the Pension Fund must update electronic systems and data exchange to implement the new reservation rules.

It is noted that the resolution comes into force after official publication, however, some changes will take effect from September 1, 2026.
