The Cabinet of Ministers of Ukraine made a decision to allocate an additional 2 billion hryvnias to Kyiv for preparation for the winter period. The funds allocated by the state will go towards engineering and technical protection of critical infrastructure facilities and ensuring uninterrupted heat supply in the capital. Allocation of funds and financing of Kyiv's Sustainability Plan
She noted that the additional funds are to protect people from heat interruptions in winter. She also recalled that as part of the implementation of Kyiv's Sustainability Plan, the state is already financing the purchase of modular boiler houses, for which 966 million hryvnias were previously allocated.
According to the Ministry of Community and Territorial Development of Ukraine, the allocated 2 billion hryvnias will be distributed as follows:
- Approximately 1.2 billion hryvnias will be directed towards the engineering and technical protection of critical infrastructure facilities.
- Almost 800 million hryvnias will go towards the development of reserve thermal generation within the coverage area of two capital thermal power plants.
Vice Prime Minister for Restoration of Ukraine - Minister of Community and Territorial Development of Ukraine Oleksiy Kuleba noted that the state is undertaking a significant part of the financial burden. At the same time, he added that the city authorities must ensure the active implementation of the planned measures and the fulfillment of their commitments. According to him, only through joint efforts will it be possible to prepare the capital for the next heating season on time.
Need for financing and creation of a duplicate heating supply system
At the beginning of the month, the Mayor of Kyiv, Vitaliy Klitschko, announced that the capital is creating a duplicate heating and energy supply system, the total cost of building alternative sources for which exceeds 60 billion hryvnias.
According to Vitaliy Klitschko, the city cannot independently finance these works because the state withdraws 60% of personal income tax, does not compensate communities for the difference in tariffs for heating and expenses for subsidized travel, and last year additionally withdrew 8 billion hryvnias from the city budget.
To formalize the agreements, at the last meeting of the Kyiv City Council, an appeal was adopted to the Cabinet of Ministers and the Verkhovna Rada regarding financial support for the sustainability plan. The mayor of the capital also informed that the city has already provided the Recovery Agency with 1 billion 250 million hryvnias, has contacted financial institutions, and is directly allocating over 15 billion hryvnias from the city budget for the restoration and preparation of Kyiv's heating supply system for the next heating season.
