Public discussion of the detailed development plan project for the territory in the area of Akademik Filaret Kolesy, Pavlyk Hrabovsky, and Mykola Kopernik streets has begun in Lviv. It is on this territory that the intention to build a multi-story residential building, as well as a new building for "Lviv Polytechnic University," was previously announced.

As reported by the Department of Architecture and Spatial Development of the Lviv City Council, the basis for the project development was a resolution of the Lviv City Council, adopted on May 16, 2024. The city council is designated as the client for the documentation, and the project developer is FOP Volodymyr Lavrin.

According to the published DPT project, the design territory with an area of 5.56 hectares is located in the historical part of Lviv near the Citadel and the Church of St. Lazarus complex. The project also provides for the dismantling of some dilapidated non-residential buildings and garages, the status of which is planned to be clarified within the detailed development plan of the territory.

Residential development with a height of approximately up to 18 meters to the roof ridge is possible on the site. The maximum permissible building coverage will be 55%. The documentation states that this indicator exceeds the basic DBN norms due to the object's location in the historical area of Lviv and the dense surrounding existing development.

Regarding the university building, the developed area includes a gym, a conference hall, a children's leisure center, a public catering facility, underground parking, and the expansion of Building IV is planned.

The public discussion runs from June 10 until July 10, 2026. During this period, residents can review the project, the explanatory note, and graphic materials on the city council website, in the urban cadastre, or directly at the city hall at Rynok Square.

Public hearings regarding the project will take place on June 22 at the First Lviv Mediateka at 2a Muarska Street. Participant registration will take place from 15:30 to 16:00, with the hearings scheduled to begin at 16:00.

Comments and proposals regarding the specified project can be submitted until July 10, 2026, inclusive, to the Department of Architecture and Spatial Development of the Lviv City Council through the Administrative Services Centers or to the email address: [email protected]

We remind you that in May 2024, deputies of the Lviv City Council approved the development of a detailed plan for the territory in this block. According to the information published then, a multi-story residential complex is planned to be built here, among other things. "Ukrtelecom" is to ensure the financing and planning of the project.

The chief architect of Lviv, Anton Kolomoytsev, previously explained that there is an unfinished fragment of historical development in this area.

"Lviv Polytechnic University's publishing house is located nearby. There are two blank walls there. Logically, the planned development existed back in the 19th century, but historically, it was not realized," Kolomoytsev noted.

"City-Park" instead of simple developments." Analysis of the Lviv North concept, which residents called the most ecological
Neglected spaces in Zboishcha and Zamarstyniv within the "Northern Lviv" project may get a second life – instead of wastelands, it is proposed to create a "living" infrastructure filled with greenery, water, and movement. We are talking about "rain gardens," natural spaces for relaxation and interaction, which together will form a cohesive concept of a "city-park." This vision was presented by the team of Martin Duplantier (Martin Duplantier Architectes) and Henri Bava (Agence TER) – one of those working on the project. And it seems it resonated with residents: they called this idea the most ecological among those proposed. Therefore, "Tvoe Misto" learned about this master plan in more detail.

"The right to a view" for everyone, regardless of the apartment's cost The concept of the French team Agence TER & Martin Duplantier (France) in partnership with the Lviv bureaus Urbaideas and Room⁶⁶ and the Kyiv bureau Burø is based on the idea of a park-district: nature should not be "islands" amidst concrete but should permeate the entire district – with an emphasis on the Poltva River, ecology, and recreation. Their presentation was one of the most emotional, as the architects emphasized the "right to a view" for every resident – regardless of the apartment's cost. At the same time, they talked about how to make the "invisible" nature of Lviv visible and how to turn neglected territories into blooming park spaces...
