The corresponding petition was published on the website of the President of Ukraine, calling for the protection of the Carpathian highlands from development for infrastructure and investment projects. This was reported by the Ukrainian Nature Conservation Group.
«The Ukrainian Carpathians are an exceptional natural and cultural heritage of European significance [...] The Carpathian region is also a bearer of unique traditions, cultural practices, and local forms of nature management.
It is also a space with significant recreational and restorative potential for Ukrainians traumatized by war, who need access to wild nature to restore and strengthen their resilience», – noted the author of the petition, candidate of biological sciences and veteran Andriy Tupikov.
He noted that the Carpathians occupy about 4% of Ukraine's territory, while the highlands above 1000 meters make up only a small fraction and therefore require special protection. In his opinion, the development of the region should focus on zones with the lowest environmental risk, and tourist infrastructure should be distributed evenly, without creating mega-resorts.
Concerns are raised by plans to build large infrastructure facilities in the highlands, particularly wind power plants and resorts on ridges above 1000 meters. Such territories are important for preserving biodiversity, water resources, and natural balance, while large-scale construction could lead to forest degradation and the disruption of ecosystems.

The author of the petition calls on the president to prepare an urgent bill on the sustainable development of the Carpathians, which would provide for the protection of natural complexes, landscapes, and culture, as well as a ban on clear-cutting and large-scale construction at altitudes above 1000 meters and in other ecologically important zones.
It is also proposed to create new and expand existing protected areas and to convene a meeting of the NSDC so that the government can develop state mechanisms for environmental protection when planning the development of mountainous areas.
The author of the appeal emphasizes that the protection of the Carpathians is a matter of national security, and development must be smart and not destroy valuable natural areas.
As a reminder, in 2025, the Verkhovna Rada adopted a law banning off-roading (jeeping) in national parks and reserves.
Incidentally, a Lviv businessman will build a resort village at the foot of Hoverla.
