Russian passports and work for Rosneft: Media discovered Russian citizenship of Kyiv prosecutor's parents

The parents of the newly appointed head of the Kyiv City Prosecutor's Office, Serhii Khodakivskyi, hold citizenship of the Russian Federation and lived in Nizhnevartovsk for a long period. In addition, the official's father worked for years in structures associated with the sanctioned corporation Rosneft. This is stated in an investigation by the hromadske media outlet.

Inconsistencies in the declarations of the official brothers

Journalists drew attention to the property in Serhii Khodakivskyi's declaration—an apartment in the city of Zviahel, which he listed as his own. However, in the declaration of his brother, Maksym Khodakivskyi, a judge of the Sobornyi Court of Dnipro, it is stated that the same property belongs not only to the brothers but also to their common parents. At the same time, Maksym Khodakivskyi listed the parents as foreign citizens.

According to the investigation, the prosecutor's parents are citizens of the Russian Federation:

  • Petro Bronislavovych Khodakivskyi (63 years old): received a Russian passport in 2007. His tax identification number and passport data are confirmed on the website of the Russian Tax Service.
  • Tetiana Mykolaivna Khodakivska (62 years old): obtained Russian citizenship in 2008, which is also recorded in the official registers of the aggressor country.

Work for strategic enterprises of the Russian Federation and St. George ribbons

According to leaks from databases, the couple officially lived in Nizhnevartovsk. The mother of the Kyiv prosecutor worked at the state anti-tuberculosis dispensary of the Khanty-Mansi Autonomous Okrug. Photos of her with her husband from 2015 were found on social media, in which they are depicted with St. George ribbons.

The prosecutor's father, Petro Khodakivskyi, had been working since at least 2015 at the joint-stock company "RN-Snabzheniye"—a company that provided logistics for "Rosneft." According to journalists' estimates:

  • In the period from 2015 to 2018, he could have earned about 2.3 million hryvnias (over 5.5 million rubles) in this structure.
  • From 2018 to the end of 2021, he continued to work at RN-Snabzheniye LLC (a subsidiary of Rosneft), where he earned approximately another 2.8 million hryvnias.

Later, the company was merged into Samotlorneftegaz—one of the key assets of Rosneft, against which the US imposed sanctions at the end of October 2025.

Reaction of officials and law enforcement agencies

The hromadske publication reached out to the SBU for comments, but did not receive a response at the time of publication.

The head of the capital's prosecutor's office himself, Serhii Khodakivskyi, did not respond to the request, although the institution promised to provide information within a month. His brother, judge Maksym Khodakivskyi, stated in a telephone conversation that Serhii Khodakivskyi should provide comments and did not react to further messages from journalists. Vadym Goncharenko, head of the Sobornyi Court of Dnipro, stated that he does not possess the requested information regarding the citizenship of his subordinate's relatives.
