Can Ukraine resume flights? The State Air Service explained whether it's possible and when

Minister of Foreign Affairs of Ukraine Andrii Sybiha stated in an interview the intention to involve Europe in the peace process with Russia and the discussion of a possible cessation of strikes on airports from both sides. This refers to the so-called "airport truce".

Serviceman of the 413th Raid SBS Regiment, weapons expert Ivan Kyrychevskyi, in an interview with "Tvoe Misto" noted that real agreements with Russia regarding such initiatives are unlikely.

According to him, the Russian side does not demonstrate readiness for mutual steps, despite attempts to shape relevant narratives in the information space.

"Therefore, on one hand, political logic might suggest talking about 'how realistic it is' that we can agree on some safety corridors for Kyiv and Lviv in terms of airports. However, in a military and practical sense, you know, maybe we should rather start the clock for when, for example, the Ramenskoye airport near Moscow burns down, or another airport", - he said.

He also explained that Ramenskoye Airport (Zhukovsky) is one of the key airports near Moscow, which was previously used for civil aviation to the temporarily occupied Crimea. Currently, according to him, Tu-160 strategic bombers are stationed there, which changes its functional purpose.

Kyrychevskyi added that such a situation, in his opinion, indicates Russia's unwillingness to reach agreements in a "soft" format, so further interactions will occur by other methods.

"The real situation of the project is roughly that the Russians do not want to negotiate in a friendly way, so we will have to negotiate with them using the means they understand", - he summarized.

What the State Air Service says about the resumption of flights

Andrii Sybiha did not specify which airports were meant, but it has been repeatedly mentioned in the information space that these could be the airports of Kyiv and Lviv, so we contacted the State Air Service to find out if they are ready to resume flights.

In response to a request from "Tvoe Misto" the State Aviation Service of Ukraine reported that it is conducting preparatory measures regarding the possible resumption of airport operations.

This refers to the activities of the working group on preparing for the resumption of functioning of Ukrainian airports, which was established on March 13. The working group included representatives of the Ministry for Communities and Territories Development of Ukraine, the Ministry of Defense, the Security Service of Ukraine, the State Aviation Service, the State Emergency Service, and heads of leading aviation industry enterprises, including SE "Danylo Halytskyi International Airport Lviv".

It is supposed to develop proposals for the Ministry regarding the resumption of civil aviation flights and the protection of critical infrastructure, as well as consider problematic issues that may arise during the preparation for the launch of airports and ways to solve them.

The State Air Service added, that since the beginning of 2026, unscheduled inspections of airfields have been conducted, specifically SE "Boryspil International Airport" and SE "Lviv International Airport", to assess their condition and compliance with certification requirements.

The response also states that "Lviv International Airport" has developed a plan that provides for operational algorithms and passenger service in case of emergencies, particularly during missile strikes or drone attacks.

In response to a request from "Tvoe Misto" Lviv airport noted that they know nothing about the "security truce", but they are ensuring "the maintenance of the enterprise's operational readiness to resume work, provided the security situation is resolved".

Thus, as noted by the State Aviation Administration, the resumption of flights in Ukraine is possible only after the termination or cancellation of martial law taking into account the security situation in the country. After this, the service's specialists will conduct an assessment of the actual state of the airports to determine those whose work can be resumed first.

As a reminder, the Ministry of Foreign Affairs believes that Russia could agree to such an initiative, since Russian airports, in particular "Sheremetyevo" in Moscow and "Pulkovo" in Saint Petersburg, are becoming more vulnerable to Ukrainian long-range strikes. As previously stated by Sybiha, President Volodymyr Zelenskyy has already discussed this idea with certain European leaders.
