Kyiv City Council adopted a decision that will allow residents of apartment buildings to install their own boiler houses with the city's support. The decision to amend the Regulation on co-financing the reconstruction and major repairs of common property was made on March 26 at a plenary session of the Kyiv City Council. For the relevant initiative voted 76 deputies.
According to the updated rules, the list of works for which the city allocates funds together with residents has significantly expanded. As explained by Oleksandr Brodskyi, chairman of the standing commission on housing and communal services and the fuel and energy complex, from now on co-financing applies to:
- installation of block-modular boiler houses;
- electricity, heat, gas, and water supply networks and equipment related to the operation of such boiler houses;
- metering units and other equipment necessary for the autonomous provision of the building with thermal energy.
The adoption of these changes is part of a strategy to strengthen the resilience of the capital's energy system. Oleksandr Brodskyi recalled that last winter was extremely difficult due to the enemy's targeted energy terror and strikes on critical infrastructure.
"Today, the capital is not only eliminating the consequences of such attacks but is also strengthening the resilience of the housing stock in advance. The adopted changes open up the possibility for apartment buildings to install block-modular boiler houses on a co-financing basis and provide autonomous heating during emergency shutdowns of centralized heat supply. This decision is aimed at ensuring that in critical situations, buildings are provided with heat and hot water", – emphasized the chairman of the relevant commission.
