The capital plans to create a Pantheon of prominent Ukrainians, where famous Ukrainian figures buried outside Ukraine could be reburied. This issue was discussed during a meeting with the participation of the Head of the President's Office, Kyrylo Budanov.
As part of the project, plans are to compile a list of prominent Ukrainians, develop a procedure for returning their remains to Ukraine, and determine a location for the Pantheon. The National Military Memorial Cemetery may play one of the key roles in this process, according to the website of the President of Ukraine, though it does not specify what exactly that entails.
It is also reported that all stages — from legal procedures to reburial — will take place only with the consent of relatives and in accordance with the law.
Speaker of the Verkhovna Rada Ruslan Stefanchuk informed that they also plan to work in parallel on returning historical values currently held in foreign museums to Ukraine, as well as important documents related to the state-building of Ukraine. According to him, this is a large-scale comprehensive program.

According to Deputy Foreign Minister Mariana Betsa, Ukrainian diplomats have already identified the burial sites of 98 Ukrainians in 21 countries. These include political, military, cultural, and public figures from the times of the UNR, ZUNR, OUN-UPA, the government-in-exile, and the liberation struggle.
Historian Yuriy Yuzych emphasized that attention should first be paid to burials that have been left without care from local communities or diplomatic missions, as local legislation may cause such graves to disappear over time.
Based on the results of the meeting, government representatives are to discuss the proposals with scientists and the public, after which the agreed-upon project for creating the Pantheon will be submitted to the President of Ukraine for consideration.
As a reminder, the Supreme Court declared the transfer of the land plot illegal for the National Military Memorial Cemetery, pointing out that the Kyiv Regional Military Administration failed to account for the special environmental protection status of the land.
In its ruling, the court noted the "extraordinary social significance" of creating a memorial cemetery but emphasized that honoring memory must be carried out within the legal framework.
At the same time, Ukrainian military personnel spoke out against this decision by the Supreme Court. Defenders call it an insult to the memory of fallen heroes and urge an immediate review of the situation. These statements were joined by: a separate assault regiment of the Ground Forces of the AFU, the successor to the "Da Vinci Wolves" battalion, the Command of the Airborne Assault Forces (DSHV), Commander of the Unmanned Systems Forces of the AFU Robert Brovdi ("Madyar"), the 82nd Separate Airborne Assault Bukovyna Brigade and others.
Additionally, the NMMC state institution stated that the court decision of January 29, 2026, does not affect the burial of the Defenders of Ukraine.
