Lviv is developing projects for the development of the Zboyishcha and Zamarstyniv area – nearly 700 hectares in the northern part of the city. European and Ukrainian architects are working on five projects. This large-scale project also includes a steering and an advisory council. This is stated on the website "Lviv North Test Planning".

Who is on the steering council and what is its task

The steering council, as stated on the website, is the formal decision-making body. It directs the procedure for forming development scenarios for the territory and approves key stages of the process. The steering council does not participate directly in the design phase and delegates operational work to the project team and other participants.

Who is on the advisory council and what is its task

The advisory council moderates the process and supports the planning teams during the active phases of forming territory development scenarios. The advisory council is headed by an appointed moderator and forms a joint recommendation for the steering council after the process is completed. Planning teams will interact with the advisory council during design workshops and review phases.

  • Anton Kolomieitsev — Chief Architect of Lviv, Director of the Department of Architecture and Urban Planning. Represents the city of Lviv and ensures the integration of the Test Planning process into the city planning system.
  • Oleksandr Kobzarev — Executive Director, Charitable Foundation "UNBROKEN", Lviv.
  • Oleh Zabarylo — Director of the Department of City Mobility and Street Infrastructure, Lviv City Council.
  • Taras Kubai — Director of the Department of Natural Resources and Construction, Urban Planning Office of Lviv City Council; coordinated modular temporary housing projects.
  • Petr Navrat — Member of the Royal Town Planning Institute, leading expert in urban regeneration and public participation in the Czech Republic, managing partner of ONplan, moderator of the Test Planning of Northern Lviv.
  • Katrin Gügler — Director of the City Planning Office of Zurich, has experience in urban development and high-quality strategic planning in Swiss cities.
  • Johannes Tovatt — Swedish architect and urbanist, Creative Director at Tovatt Architects & Planners (part of Sweco), chief designer of the Seestadt Aspern urban development project in Vienna.
  • Monika Konrad — architect and urbanist with experience in Europe and Asia, extraordinary professor at the Brno University of Technology, deputy director of the Department of Architecture and Spatial Planning of the City of Warsaw.
  • Martin Arfalk — founder of the urban design and landscape architecture firm Mandaworks in Malmö, Sweden.
  • Burkhard Horn — expert in urban mobility and transport planning, former head of the transport department of the Berlin Senate, currently an independent consultant.
  • Yurii Stoliarov — Chief Architect of SE "Mistoproekt", known for conceptual planning projects in Lviv.
  • Ihor Mohyla — PhD in Technical Sciences, expert in urban mobility, sustainable transport, and road safety, with over ten years of experience in Ukraine.

As a reminder, Tvoe Misto attended the presentation of master plans by five international architecture teams representing development strategies for Zboishcha and Zamarkstyniv in the "Northern Lviv" project, which generated colossal interest among the residents of these territories. In such a large-scale project, the authorities promise to take people's opinions into account. "The right to a view" for everyone, regardless of the apartment's cost The concept of the French team Agence TER & Martin Duplantier (France) in partnership with the Lviv bureaus Urbaideas and Room⁶⁶ and the Kyiv bureau Burø is based on the idea of a park-district: nature should not be "islands" amidst concrete but should permeate the entire district – with an emphasis on the Poltva River, ecology, and recreation.
